In his column “The legitimization of inequality”, he talks about the policies that Chile could choose to improve the unequal distribution of income, but also raises the real problem to achieve that goal: who, and how it is decided.
The law approval system in the Chilean Congress hinders the validation of policies against inequality, since the minimum consensus presents two problems, which are the need to obtain more votes than the simple majority, and the derivation of the Draft Law to the Constitutional Court, which prevents the opportunity for these laws to be passed.
